In 2016, the influx of overseas talents in Hangzhou reached 25,000, surpassing Beijing, Shanghai, Guangzhou and Shenzhen and ranking first among mainland Chinese cities. In this regard, Zhang Zhigang also expressed deep feelings, "Before, overseas returnees can be said to be very scarce talents.
